Study for rehabilitation and modernization of the irrigation and drainage sector, provision of equipment and technical support for the dams/ barrages and reservoirs in the country to ensure safety and operational and maintenance efficiency of all irrigation, drainage and water resources infrastructure

The “Emergency Irrigation and Drainage Infrastructure Rehabilitation Project” for the Iraqi Ministry of Water Resources is aimed at implementing a rehabilitation and modernization of the irrigation and drainage sub-sector, establishing demonstration farms with improved on farm irrigation and drainage and introducing modernized on-farm irrigation systems, in addition to providing equipment and technical support for the dams/ barrages and reservoirs in the Country to ensure safety and operational and maintenance efficiency of irrigation, drainage and water resources main infrastructures of the country. The project’s objective is also the identification of any institutional reforms in the irrigated agriculture sector, and investment plans for further developments, required in the near future. The study includes a review and analysis of the principal irrigation and drainage schemes that are proposed for implementation (rehabilitation and modernization) under the project, for a total area of about 50,000 ha, and determine their technical viability and economic/financial feasibility. A second important component of the project concerns with dam safety and rehabilitation of selected number of high priority dams and barrages to increase their safety and operational efficiency. This component deals also with the river sedimentation upstream of barrages, which are impairing the functions of such water control structures. The third important component of the work deals with institutional aspects and technical assistance needs to support and improve the capacity of the MWR, particularly in relation with reforms in the agrarian sector, and in the water management sector, including water users association implementation, and water tariffs application. The final outcome of the project is a detailed investment plan including design and implementation of water projects, maintenance programs of existing water infrastructures, capacity building programs, and institutional reforms guidelines.
